上市前豁免检测协议清单
1.背景：
此前英国已经推出就新冠抗原、PCR相关产品上市前的检测验证（CTDA validation）。
根据最新更新，国务卿（the Secretary of State）根据《2002 年医疗器械条例》第 39A 条的规定行使权力，并在需要保护公众免受严重危害健康风险的情况下，决定允许将符合本协议条件的冠状病毒检测器械上市和投入使用，并形成一个上市前豁免检测协议清单（list of exempted coronavirus invitro diagnostic devices）。
2.时效
上市前豁免检测协议清单（list of exempted coronavirus invitro diagnostic devices）有效期为2021.11.1至2022.2.28。

The only tests that are eligible for sale on the UK market are those that have either passed the CTDA validation process, appear on the temporary protocol or are exempt from the CTDA validation process as per the legislation. Further information on the exemptions are listed below. Long term access to the UK market can only be guaranteed with CTDA approval.

上市前豁免检测协议清单是个临时清单，是有有效期，进入此清单企业只是暂时性获得上市前检测的豁免许可，待失效后仍然需要申请上市前的检测验证（CTDA validation）并通过 CTDA 批准才能长期进入英国市场。
3.可进入清单产品类型
新冠抗原（胶体金）、新冠PCR试剂盒；专业用途和自测用途均可进入上市前豁免检测协议清单（list of exempted coronavirus invitro diagnostic devices）。
3.申请条件
想进入清单，企业应先通过DHSC 采购流程（DHSC’s procurement processes）的验证以及提交有效的上市前的检测验证申请（CTDA validation application）。

“Tests supplied directly to health service bodies under a contract entered into before 28 July, may continue to be supplied until the contract ends. Once the contract ends, the tests must have been approved following a CTDA desktop review and placed on the CTDA register or be listed on the temporary protocol if manufacturers wish to enter into a new supply contract with a health service body. Tests supplied to health service bodies under contracts entered into on or after 28 July 2021 do not benefit from this exemption to CTDA requirements.”

也就意味着，只有满足2021年7月28日之前进入DHSC 采购系统并且与卫生服务机构有合同的企业可以享受到这样的豁免措施，2021年7月28日之后进入DHSC 采购系统或2021年7月28日之后获得卫生服务机构有合同都无法享受此次豁免优惠。
